CEC is short for California Energy Commis-sion's。Appliance Efficiency Regul-ation launched in 1976 of this organization is the only one mandatory energy saving regulation which could affect the non-governmental consumer behavior，playing a important role in reducing energy consumption.

According to the regulations, electrical products must be tested by qualified laboratories with the appropriate standards ,proved to meet the requirements before they can be sold in California.
